The Outline emphasizes that it is necessary to strengthen the ecological barrier of the upper reaches of the Yangtze River and the Yellow River as the guide, to promote the development of green and low-carbon economy as the support, to promote the construction of beautiful Sichuan in a solid and orderly manner, to explore a development path of good ecology, rich life, excellent economy and cultural prosperity, and to write a chapter of Sichuan in beautiful China。The Outline put forward the basic principles of adhering to ecological priority, systematic planning, people-oriented, and orderly progress, and the strategic positioning of building a beautiful China pilot zone, an ecological safety highland in the upper reaches of the Yangtze River and the Yellow River, a green and low-carbon economic development experimental zone, and a livable place with Chinese charm and Bashu style，And put forward the construction target of beautiful Sichuan by stages。

The Outline has made a series of planning and deployment from seven aspects: building a spatial pattern with clear functions, building a beautiful home with distinctive characteristics, developing a low-carbon and circular green economy, creating a pleasant environment with blue sky and blue water, protecting the harmonious and symbiotic natural ecology, flourishing the rich Bashu culture, and establishing a scientific and efficient modern environmental governance system。

The "Outline" requires all localities and departments to strengthen organizational leadership, strengthen financial security, deepen innovation guidance, carry out construction pilots, promote exchanges and cooperation, and promote the implementation of the construction of beautiful Sichuan。
